Das vorliegende Thesisbuch befasst sich mit der Weiterentwicklung des Mülinenquartiers in Bern und
wird als methodisches Werkzeug für das Thesisprojekt betrachtet. Sowohl das Thesisprojekt als auch
das Thesisbuch sind als theoretisch-modellhaft zu verstehen. Die Arbeit verfolgt die Strategie, das
Quartier langfristig weiterzuentwickeln und dadurch den Charakter des Ortes zu bewahren. Dabei wird
von der These ausgegangen, dass für die Wahrung der Identität nicht zwingend der Bestand erhalten
bleiben muss. Ein, für das Quartier erstelltes Regelwerk, sichert diesbezüglich eine wertbeständige
Weiterentwicklung. Somit ist auch das Erstellen von Ersatzneubauten möglich, das Regelwerk stellt
dabei die Wahrung der Identität sicher.
Da die Entwicklung des Quartiers als langanhaltender Prozess betrachtet wird, kann das vorliegende
Thesisprojekt als eine erste Etappe der Weiterentwicklung gesehen werden. Als Grundlage für die
heutigen Massnahmen am Quartier dient die Bewohnerumfrage an der Mülinenstrasse, welche ich im
März 2021 durchgeführt habe. Diese Umfrage hat aufgezeigt, dass viele Bewohner mit ihrer heutigen
Wohnsituation sehr zufrieden sind. Daher sollen zum jetzigen Zeitpunkt gewisse Mehrfamilienhäuser in
ihrem heutigen Zustand belassen bleiben. Mit kleineren Eingriffen mittels Umbau und Sanierung soll
der Ausbaustandard bei anderen Mehrfamilienhäusern verbessert und Balkone vergrössert werden.
Mit Ersatzneubauten soll auf Bedürfnisse eingegangen werden, welche im Bestand nicht mehr
abgedeckt werden können. Es hat sich herausgestellt, dass der Prozess der Quartiersentwicklung als
dynamisches System betrachtet werden kann. Dieses passt sich über Jahrzehnte den Bedürfnissen
der Bewohner an. Da die Gesellschaft im stetigen Wandel ist, kann mit diesem Prozess auf
verändernde Bedingungen immer aktuell reagiert werden. Jeder Eingriff ins Quartier wird dabei
fortlaufend begutachtet und beurteilt, damit das Quartier kontinuierlich Schlüsse für die weitere
Entwicklung ziehen kann.
This thesis book deals with the further development of the Mülinenquartier in Bern and is considered as a
methodological tool for the thesis project. Both the thesis project and the thesis book are to be understood as
theoretical models. The thesis follows the strategy of developing the quarter in a long-term perspective and
thereby preserving the character of the place. The thesis is based on the notion that in order to preserve the
identity, the existing buildings do not necessarily have to remain in place. In this respect, a set of rules
created for the neighborhood ensures further development that retains its value. Therefore, the construction of
replacement buildings is also possible; the set of rules ensures the preservation of the identity.
Since the development of the neighborhood is seen as a long-lasting process, the present thesis project can be
seen as a first stage of further development. The residents' survey on Mülinenstrasse, which I conducted in
March 2021, serves as the basis for the current measures in the neighborhood. This survey showed that many
residents are very satisfied with their current living situation. Therefore, at this point in time, certain
apartment buildings should remain in their current condition. With smaller interventions by means of
reconstruction and renovation, the standard of construction in other apartment buildings is to be improved
and balconies enlarged. New replacement buildings are to be built to satisfy needs that can no longer be met
by the existing buildings. It has become apparent that the process of neighborhood development can be
viewed as a dynamic system. It adapts to the needs of the residents over decades. Since society is in a
constant state of change, this process can always be used to respond to changing conditions. Each
intervention in the neighborhood is continuously assessed and evaluated so that the neighborhood can
continuously draw conclusions for further development.
